The office employs 22 deputies, 7 dispatchers, and 2 administrative assistants. They patrol 1,060 square miles, covering 2 cities and 13 rural municipalities for a total population of about 61,000. The Civil Process division serves warrants, subpoenas, civil lawsuits, evictions, and handles sheriff's sales. The office also coordinates and administers courthouse security for the Garfield County Courthouse. When needed, staff transport inmates to court, medical appointments, DOC facilities, mental health facilities, juvenile centers, and out-of-state extraditions.
Sheriff Rink created a weekly training program for deputies. All staff complete state-mandated continuing education on a weekly basis. Garfield County Court Clerk and Criminal Records
The Garfield County Court Clerk's Office holds all court records for District 4. Court Clerk Janelle M. Sharp oversees the office. Garfield County court records date back to 1893. The clerk's office holds marriage records, divorce filings, probate cases, and all court case records from that time to the present. Marriage records from the last eight years can be searched online through OSCN. Older marriage records and other older documents require direct contact with the clerk. The office is in the process of scanning older probate and civil cases for future access through OSCN.
Copy fees are $1.00 for the first page, $0.50 for each additional page, and $0.50 for certification. If you submit a request by mail, processing usually takes one to two days. In-person requests with a known case number are often handled the same day. Records more than ten years old may be stored off-site, which can add time to the fulfillment process.

Garfield County Police Records and Court Search Online
The Oklahoma State Courts Network (OSCN) is the free public tool for searching Garfield County District 4 court records. You can search by name, case number, or a combination. Results show the parties in a case, the charges or claims filed, all hearing dates, and the current status of the case. Many documents can be viewed directly through the site. Cases from 1994 onward are in the system. Older cases require a direct request to the court clerk.
OSCN case type codes: CF for felony, CM for misdemeanor, TR for traffic, FD for family and domestic, SC for small claims, PB for probate, and CJ for civil. Knowing the code can help narrow a name search when multiple cases are returned. The system is updated regularly and does not require an account or login to use.

Oklahoma Open Records Act and Garfield County
The Oklahoma Open Records Act, Title 51 O.S. Section 24A.1 through Section 24A.22, gives the public the right to inspect and copy most records held by government agencies in Garfield County. Arrest records, booking data, incident reports, booking photos, and court filings are all generally public. You do not need to state a reason for your request, and agencies cannot require one as a condition of providing records.
Some categories of records are not public. Juvenile records are confidential under Title 10A. Active investigation files can be withheld while the case is open. Medical and mental health records are protected. Victim information in sexual assault and domestic violence cases is exempt. Sealed and expunged records are off limits. SSNs, banking information, tax records, and attorney-client communications in court files are redacted before release.
If a Garfield County agency denies your police records request, they must give you a written explanation citing the specific statutory exemption. A vague or verbal denial does not meet the legal standard. You can file a complaint with the Public Access Counselor in the Oklahoma Attorney General's office within 30 days of a written denial.
