The Oklahoma State Courts Network (OSCN) is the free, public online search tool for Payne County District 9 court records. Search by name or case number. Results show all parties, case type, filed charges, hearing schedule, and current status. Documents on file can often be viewed directly through the site. OSCN covers cases from 1994 to the present. For older cases, contact the court clerk directly.

Case type codes used in OSCN: CF for felony criminal cases, CM for misdemeanors, TR for traffic matters, FD for family and domestic cases, SC for small claims, PB for probate, and CJ for civil filings. Juvenile, mental health, and adoption cases do not appear in public OSCN searches because those records are confidential under Oklahoma law.

Open Records Law and Payne County Police Records

Oklahoma's Open Records Act, found at Title 51 O.S. Section 24A.1 through Section 24A.22, gives the public the right to inspect and copy most records held by government bodies. In Payne County, this covers the sheriff's office, the court clerk, and other county offices. Arrest logs, booking records, incident reports filed after an investigation wraps up, court case filings, and booking photos are all generally public. You do not need to give a reason for your request.

Some records fall outside what the law allows you to access. Juvenile records are closed under Title 10A. They cannot be released to the public. Open investigation files can be withheld while the case is still active. Medical and mental health records are protected. Victim information in sexual assault and domestic violence cases is exempt. Any record that has been sealed or expunged cannot be accessed.

If a Payne County agency denies your records request, they must give you a written explanation that cites the specific legal exemption they are using. A vague denial does not meet the legal standard. You have the right to file a complaint with the Public Access Counselor in the Oklahoma Attorney General's office within 30 days of the denial. That office reviews denials and can compel agencies to release records when the denial was not justified by law.

Put your request in writing. That way you have a record of what you asked for, when you asked, and what you received. Agencies are required to respond promptly. The law does not set an exact number of days, but delays of weeks without explanation are grounds for a complaint to the AG's office.
